Add the ability to select the currency for Shipping Rules. Currently, the shipping amount is specified in local currency, which is undesirable when shipping is paid in foreign currency.

**Is your feature request related to a problem? Please describe.** We are purchasing items from other countries where both item price and shipping cost is in foreign currency. Currently when we create Shipping Rule then shipping amount is specified in local currency but this is undesirable because shipping will be paid in foreign currency. **Describe the solution you'd like** Currency selection for Shipping Rule. **Describe alternatives you've considered** Converting foreign currency shipping cost to local currency and entering that in Shipping Rule but it's not possible to have exact amount because of rounding and exchange rate fluctuation.
