[Image Capture] Add support for converting HEIF to JPEG during import

User is frustrated that Image Capture does not convert HEIF photos to JPEG when importing from iPhone, despite settings changes. They want a feature that automatically converts these formats during the import process.

I have a Macbook Air 4 running Tahoe 26.3. I have both an iPhone 14pro and iPhone 17 Pro. Recently have been trying to download photos and videos via Image Capture. I have my iPhones set to High Efficiency so it saves the photos and videos as HEIF and HECV and set it to Automatic when Transfer to Mac. When I use Image Capture, it still shows the photos and videos as HEIF and MOV (HECV) rather than JPEG and MOV. I have tried changing on my phone from Automatic to Keep Originals and back to Automatic. On Image Capture, I have deselected Keep Originals. However the photos and video format stays as HEIF and MOV (HECV) and never changes. I dont have this problem with Image Capture on my iMac running Monterey. Anyone else with the same problem and solution.
