[Avidemux] Add CQP parameter option for re-encoding

Hey, I use Avidemux for re-encoding. Recently, I wanted to convert some files to AV1. Software encoding for long term content, but also hardware encoding for some shorter term. However, Avidemux doesn't support it. What I would need: 1. Option to use the CQP parameter for re-encoding 2. Option to downscale video using (in best case) Lanczos 3. Option to change the FPS down from 60 to 30 Is there any option that would work. I wouldn't mind using some CLI tools if needed. It would also be awesome when it's possible to re-encode audio as well into .aac 128 kbit/s or Opus
