[BTCPay Server] Admin ability to delete stores of removed users

As an administrator, when a user is removed, their associated stores cannot be deleted, as admins only have view permissions on these stores. The request is to grant admins the ability to delete these stores.

When you have users that created their own stores and you remove the user you can't remove the store of them as even the admin only has view permission on the store. This will be tackled with 1.14.0 but keeping an issue to not forget that use case. ### How did you encounter this bug?
